Matthew Roth arrived in Kigali, Rwanda as Deputy Chief of Mission in August 2016. He was most recently the Chair for Diplomatic Studies at the U.S. Army Command and General Staff College in Fort Leavenworth, Kansas. In this role he advised the Commandant on foreign policy and taught courses on national security and international affairs. His area of published research was the relationship between diplomatic and military actors and subnational governments. Prior to that assignment, Roth was the Counselor for Economic Affairs in the U.S. Mission to Brazil. Over the course of a nearly two-decade career in the Foreign Service he has served in Washington, DC and at embassies across Africa and Latin America. Roth has a Master degree in Public Administration with a specialization in urban planning and city/local government from the University of Kansas, as well as a Bachelor of Arts in Political Science and Latin American Area Studies from the same institution. He speaks Portuguese, Spanish, German and Italian.
