Richard C. Michaels – Deputy Chief of Mission

Richard arrived in Kigali in August 2017 following an assignment in Washington. He was a State Department fellow in the office of Senator Tammy Baldwin of Wisconsin (his home state), advising on foreign policy and immigration issues. Before returning to Washington, Richard was Political/Economic Counselor in Tunis, Tunisia. His previous postings include: Special Assistant to the Assistant Secretary for Near Eastern Affairs; Monterrey, Mexico; Baghdad, Iraq; Staff Assistant in the Bureau of Economic, Energy and Business Affairs; Beirut, Lebanon; and Kuwait.

Before joining the Foreign Service, Richard worked in international business units at Delta Air Lines in Atlanta. He also was the UAE Commercial Director based in Dubai and opened Delta’s sales operations in the Dominican Republic. He holds a bachelor’s from Georgetown University’s School of Foreign Service and a master’s from Stanford University. Rich speaks Spanish, Arabic, French and elementary Portuguese.
