The Embassy of the United States of America in Kigali, Rwanda invites you to submit a proposal
for locally employed staff health insurance coverage. The Embassy encourages prospective
offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this
solicitation.
The Embassy intends to conduct a pre-proposal conference on November 5, 2020, and all
prospective offerors are invited to attend. See Section L of the attached Request for Proposals
(RFP). The conference may be offered virtually or may be held in-person at the Embassy, please
send your registration details to ManandaL@state.gov no later than November 1.
Your proposal must be submitted to Jack Swetland, Contracting Officer, by email at
SwetlandJD@state.gov on or before 11:59 PM on Sunday, November 29, 2020. No proposal will
